Ebonyi State House of Assembly, has approved the request of the State Governor, Rt. Hon. Bldr Francis Ogbonna Nwifuru, to Engage Five (5) Revenue /Financial Consultants for Ebonyi State. The event which took place at the Legislative Complex, Nkaliki Road, Abakaliki, was presided by the Speaker of the House, Rt. Hon. Moses Ije Odunwa.
Reading the Letter of the State Governor, Chief Francis Ogbonna Nwifuru, the Speaker of the House, Rt. Hon. Moses Ije Odunwa, enumerated the Consultant firms to include:
- Right Edge Project and Technologies Ltd
- Deem Forensic Integrated Global Services Ltd
- Kapital Management Global Services Ltd
- FSL Securities Ltd
- Captain Consulting.
He said that the State Executive Council, has considered the proposal, and hence the need, to seek approval of the State House of Assembly. He highlighted that the Consultant firms, will enjoy 5% commission each in the services they rendered.
"The Ebonyi State Executive Council had during its meeting held on Monday, 8th July, 2024, considered a proposal for the engagement of five (5) Revenue /Financial Consultants as presented to the council by the Honourable Commissioner for Finance and Economic Development, therefore resolved to seek the approval of Ebonyi State House of Assembly for the engagement of the Consultants."
"The Consultants are:
1. Right Edge Project and Technologies Ltd:
To reconcile and recover excess deductions to the State from January 2019, to June, 2023, with the commission of 5%.
2. Deem Forensic Integrated Global Services Ltd:
To conduct forensic investigation of PAYE and WHT credit interest and failure to file monthly customer from FBN, Zenith, Fidelity, Sterling, and Heritage Banks, with the commission of 5%.
3. Kapital Management Global Services Ltd:
To determine and facilitate reimbursement of federal share of Pensions, Gratuities, and Death benefits paid/payable to retired Employees of Ebonyi State Government, from 31st March, 1976, to 31st May, 2022, with the commission of 5%.
4. FSL Securities Ltd:
As consultants and issuing house to the State, or debt restructuring, and investment banking services, with the commission of 5%.
5. Captain Consulting:
To conduct a staff and salary audit on both Local government Councils and State Government Staff, to eliminate fund loss in their wage bill, with the commission of 5%."
Speaking in support of the request, the Leader of the House, Rt. Hon. Kingsley Ikoro, said that the request was straightforward, adding that when the consultants are engaged, they will meticulously look into the account of the State government, and that of the Local Government, and block loopholes, and as well as save resources for Ebonyi State Government, and asked his colleagues to give the request an accelerated approval.
"Mr speaker and my colleagues, this request is a very straightforward request, given that these consultants will have to quietly and meticulously go through the accounts, both the FAAC account of Ebonyi State, the Local Government Account, and the State account. They will find out if there are inadequacies. Take for instance, in the Local Government system, we are aware that sometimes, knowingly or unknowingly, we have plenty people who are not going to work, and they use to refer to them as ghost workers.
If these consultants are engaged, they will be able to look into those accounts and block all these loopholes, which will go a long way, in saving resources of the State."
Contributing, the Member representing Ebonyi North West State Constituency, Hon. Aloysius Nwodo, aligned his submission with the view of the Leader of the House, Rt. Hon. Kingsley Ikoro, adding that it will contribute significantly, in the administration of the government.
"I submit that when these consultants are engaged, it will assist the easy flow of the administration of the government of Ebonyi State."
The Speaker of the House, Chief Moses Ije Odunwa, described the exercise as self paying, which will enable the Consultants to earn 5% from what they will recover, and thereafter, put the motion on voice votes, and it was unanimously accepted. He directed the Clerk of the House, Mrs Edene Uche Blessing, to do a memo to the State Governor, Chief Francis Nwifuru, informing him the successful approval of his request.
